A botched and abandoned rescue of the Romulan people from the destruction of their homeworld has left the Romulan peoples and their former colonized species scattered throughout the quadrant as factions fight, all claiming to be the true successor to the Empire. But by focusing on the problems out there, it has become a little easy to ignore the problems within. They've encouraged dozens of worlds to become part of the Federation, and all sides have seen the benefits. For the first two hundred and fifty years of Starfleet's history, they've been pushing past the borders of Federation space, doing vital diplomatic and exploratory work.
